Badung, “Tabloidnusantara.com“ – Marked by the beating of a gong, ICRC Vice President DR. Gilles Carbonnier together with the TNI Commander represented by Pangdam IX/Udayana General Major TNI Sonny Aprianto, S.E., M.M., opened the Senior Workshop on International Rules governing Military Operations (SWIRMO) which was attended by more than 130 senior military officers from around 85 countries, at the Grand Hyatt Hotel, Nusa Dua, Badung, Bali, on Monday (21/11/2022).
The SWIRMO activity which was held on 20-26 November 2022, the International Committee of Red Cross (ICRC) and the Indonesian National Armed Forces (TNI) hosted it was an annual event organized by the ICRC in partnership with the armed forces of the local country, and this year’s activity is the 15th edition.
This year, for the first time, SWIRMO was held face-to-face after the COVID-19 pandemic. Previously, SWIRMO was held in Switzerland, France, South Africa, Malaysia, Colombia, China, Algeria, UAE, and finally in 2019 in Russia.

The Senior Workshop on International Rules Governing Military Operations which was held for one week, around 85 countries had the opportunity to exchange experiences and views on the application of the law of armed conflict and human rights law in an operational context, as well as the international legal framework applicable to modern military operations.
In his remarks, the Vice President of ICRC said that SWIRMO provides a unique platform to promote international humanitarian law and for participants to share good practices to ensure respect for the law during military operations and minimize the humanitarian impact of conflicts.
The opening ceremony was also attended by the Secretary of the Indonesian Red Cross (PMI), Mr. Sudirman Said. On this occasion, Pangdam IX/Udayana read out the TNI Commander remarks saying that the ICRC and TNI could work together to hold the 15th SWIRMO workshop 2022 face to face in good health.
The 15th SWIRMO Workshop in order to disseminate a good understanding of International Humanitarian Law (IHL) among planners of military operations around the world in order to minimize the negative impact that war has on humanity.
IHL or the law of armed conflict is a legal framework that protects those who are not or are no longer participating in hostilities. IHL also limits means and methods of warfare, and the application of internationally recognized standards and principles regarding the use of armed force in law enforcement operations. SWIRMO seeks to ensure that international humanitarian law is better integrated into military institutions.

It is hoped that SWIRMO’s activities which will be held in Bali, Indonesia for the next week will provide information to the world that Indonesia also cares about and is committed to the process of disseminating international humanitarian law.
In this activity, the TNI can participate in demonstrating the efforts and results that have been achieved in integrating humanitarian law within the TNI, either through doctrine, lessons or training which are carried out in stages, in stages and continuously. (Pendam IX/Udy)
